We support the goal of HB 2303, which is to make pseudoephedrine more accessible to Oregonians who need it for legitimate medical purposes. Unfortunately, however, HB 2303 raises serious privacy concerns, as it would track Oregonians personal health information in a privately-operated, nationwide database (NPLEx), which is accessible to law enforcement without a warrant and does not include adequate privacy protections. We are proposing amendments to HB 2303 to address our privacy concerns.
