The ACLU of Oregon and the Lewis and Clark Law School Criminal Justice Reform Clinic filed a lawsuit on behalf of Terri Carlisle, a 60-year-old Roseburg resident, against Douglas County jail for cruel treatment, withholding medication, and foul conditions in the jail.
